Senate Rules Committee Chairwoman Amy Klobuchar, D-Minn., and Sen. Elizabeth Warren, D-Mass., introduced a partisan bill Wednesday that would apparently help states and localities administer elections, train poll workers and eliminate certain barriers to voting.
